Taipei, ROC: President Tsai Ing-wen called on China to engage in constructive talks, pledging to maintain peace with the island’s giant neighbour in spite of a near five-month impasse after Beijing halted official communications with the self-ruled island. The utterances came during the president’s National Day address.
