His Excellency Mr. Milisav Raspopović presented his Letters of Credence to His Majesty King Willem-Alexander of the Netherlands on 25 September 2025.

Born on 24 November 1982 in Podgorica, Montenegro, Ambassador Raspopović has built a distinguished diplomatic career marked by strong engagement in European affairs and international cooperation.

Prior to his appointment as Ambassador of Montenegro to the Kingdom of the Netherlands, he served as Chargé d’Affaires a.i. at the Embassy of Montenegro in The Hague (October 2024–August 2025). From November 2023 to July 2024, he held the position of State Secretary at the Ministry of Foreign Affairs of Montenegro.

Ambassador Raspopović brings extensive experience in European Union matters. Between 2015 and 2023, he served at the Mission of Montenegro to the European Union in Brussels, first as First Secretary (2015–2020) and subsequently as Counsellor (2020–2023). Earlier in his career, from 2010 to 2015, he was Head of the Department for IPA Cross-Border Cooperation Programmes at the Ministry of Foreign Affairs and concurrently acted as National TAIEX Coordinator, contributing significantly to Montenegro’s European integration process.

He holds a Bachelor of Science in Business Administration and Management with a focus on International Economy from Central Washington University (2004–2006). He also earned an Associate of Arts degree in Business Administration and Management with a focus on International Economy from Edmonds Community College (2002–2004), where he previously completed his secondary education.

In addition to his academic background, Ambassador Raspopović has completed several specialised training programmes, including the Young Leaders Training Programme at the University of Potsdam’s Potsdam Center for Policy and Management, the Diplomatic Academy of Vienna’s programme for public officials and diplomats from Southeastern Europe, and Clingendael Academy’s training for diplomats from Southeastern Europe. He also participated in a six-month traineeship programme with the European Fund for the Balkans at the Ministry of Foreign Affairs of Italy.

Ambassador Raspopović is fluent in English and French.
