His Excellency Mr. Walid Minkara presented his Letters of Credence to His Majesty King Willem-Alexander of the Netherlands on 12 November 2025, formally assuming his duties as Ambassador of the Lebanese Republic to the Kingdom of the Netherlands.

Born on 13 January 1976 in Tripoli, Lebanon, Ambassador Minkara is married and the father of two children. He brings more than two decades of diplomatic experience within the Lebanese Ministry of Foreign Affairs and Emigrants.

Prior to his appointment in The Hague, he served as Consul General of Lebanon in Jeddah from October 2019 to 2025. Between October 2017 and October 2019, he was Assistant Director of Administrative and Financial Affairs at the Ministry of Foreign Affairs and Emigrants in Beirut. In August 2018, he assumed the role of Chargé d’Affaires at the Embassy of Lebanon in the Russian Federation.

From February 2009 to October 2017, Ambassador Minkara served as Counsellor at the Embassy of Lebanon in France. Earlier in his career, he was Consul at the Consulate General of Lebanon in São Paulo, Brazil (January 2006–February 2009). He joined the Ministry of Foreign Affairs and Emigrants in Beirut in July 2003.

Throughout his diplomatic career, Ambassador Minkara has actively participated in multilateral diplomacy. He took part in ministerial conferences and preparatory meetings of the Organization of Islamic Cooperation (OIC) in Jeddah between 2019 and 2025, and was a member of the Lebanese delegation to the 45th Session of the OIC Council of Foreign Ministers in Dhaka in 2018. He also served as Delegate of Lebanon to the Bureau International des Expositions (BIE) in Paris from 2010 to 2012.

Ambassador Minkara holds a Diploma of Advanced Studies in Public Law and Political Science from Nancy 2 University, France (2000), and a Bachelor’s degree in Political and Administrative Sciences from the Lebanese University in Tripoli (1999).

He is fluent in Arabic, French, and English, has an intermediate command of Portuguese, and basic knowledge of Spanish. His personal interests include swimming, travelling, and music.
