Upon the news of her appointment she Ms de Montchalin described her emotion as a “grand adventure”.Ā  Hitherto she had served as Vice-Chair for the LREM parliamentary group at the National Assembly.Ā

Franco-German Parliamentary Assembly set up

Monday, 25 March 2019, Paris, French Republic: German and French parliamentarians have set up their own joint parliamentary body after a ceremonious signing of a convention between the Bundestag’s Speaker Wolfgang SchƤuble and the President of the French National Assembly, Richard Ferrand

In total 50 deputies from Germany and 50 from France partook for the first time in a joint parliamentary session at the Salle Lamartine, a committee hall located at the Palais Bourbon

The project meant to drive forward European integration is the first concrete step taken since the Treaty of Aachen/Aix-la-Chappelle was inked on 22 January 2019. Substantial debates are to be focused on a citizens’ fund, language exchanges and promotion or border-crossing collaboration. 

Altogether 14 parliamentary fractions will be represented at joint sessions, six Germans and eight French. A initial topic of contention was the common “European” seat at the UN Security Council, whereby some Germans call upon France to forfeit their own seat to pave the way for one for the European Union. 

According to the parliamentary agreement the new assembly is to come together twice per annum. They are able to issue influential yet non-binding resolutions upon their governments.

Savez-vous que cette annĆ©e l’IndonĆ©sie et la Belgique fĆŖtent le 70e anniversaire de leurs relations diplomatiques ? Au fil des annĆ©es, des liens d’amitiĆ© se sont profondĆ©ment tissĆ©s entre les deux pays qui se reflĆØtent dans plusieurs domaines d’activitĆ©s. Les relations entre les deux pays ont dĆ©butĆ© depuis 1947 lorsque Dr. Paul Van Zeeland, alors sĆ©nateur cooptĆ©, a Ć©tĆ© choisi comme membre du Ā« ComitĆ© des Trois Nations Ā», aux cĆ“tĆ©s de l’Australien Richard Kirby et de l’AmĆ©ricain Dr. Frank P. Graham, dans le cadre des bons offices pour le rĆØglement du conflit entre l’IndonĆ©sie et les Pays-Bas.   

ƀ l’occasion de la commĆ©moration du 70e anniversaire des relations diplomatiques entre le Royaume de Belgique et la rĆ©publique d’IndonĆ©sie, l’Ambassade d’IndonĆ©sie Ć  Bruxelles organise une sĆ©rie d’évĆ©nements importants, le premier s’est tenu le 30 mars dernier, sous forme de rĆ©union rassemblant les citoyens belges auxquels le gouvernement indonĆ©sien avait attribuĆ© depuis 2011 divers programmes de bourse leur permettant d’effectuer une visite organisĆ©e en IndonĆ©sie.

Ainsi, parmi les 80 anciens boursiers, certains ont pu bĆ©nĆ©ficiĆ© d’une bourse appelĆ©eĀ« Darmawiswa Ā» pour Ć©tudier la langue indonĆ©sienne et des danses traditionnelles dans diffĆ©rentes universitĆ©s du pays ; d’autres ont pu bĆ©nĆ©ficier d’une bourse pour participĆ© soit Ć  un programme d’études d’art et culture indonĆ©siens, soit Ć  la ConfĆ©rence des Ć©tudiants du Bali Democracy Forum ou bien Ć  un voyage de familiarisation vers des destinations touristiques en IndonĆ©sie. Enfin un programme de bourse a Ć©galement Ć©tĆ© proposĆ© Ć  des citoyens belges mais aussi Ć  des responsables du Parlement europĆ©en, dans le cadre d’échanges et dialogues interconfessionnels.

L’Ambassadeur indonĆ©sien, Yuri O. Thamrin, a tenu Ć  prĆ©ciser durant cette rĆ©union, l’importance de renforcer la coopĆ©ration bilatĆ©rale surtout au sein de la jeune gĆ©nĆ©ration, ceci conformĆ©ment au slogan de la commĆ©moration, Ā« Allons plus loin ensemble Ā». Cette rĆ©union a Ć©tĆ© un vĆ©ritable moment aussi bien de partage et d’exploration de nouvelles idĆ©es et contributions apportĆ©es par les anciens boursiers du gouvernement indonĆ©sien.

Certaines d’entre elles sont intĆ©ressantes Ć  noter notamment la coopĆ©ration entre l’UniversitĆ© Udayana de Bali et l’UniversitĆ© de LiĆØge, basĆ©e sur accord de partenariat, concernant les recherches effectuĆ©es sur la population des macaques de la rĆ©gion d’Uluwatu Ć  Bali. Des boursiers ont mis en valeur d’autres aspects de l’IndonĆ©sie, comme son image pluralistique, ainsi que les produits pouvant valoriser le pays dont la qualitĆ© de son cacao.  

Toujours dans cet Ć©tat d’esprit de renforcer une Ć©troite collaboration belge-indonĆ©sienne, d’autres activitĆ©s seront ouvertes au public cette annĆ©e sous forme de sĆ©minaires, de promotions culturelles, d’expositions de photos, de forum des affaires, et le tout clĆ“turĆ© par une rĆ©ception diplomatique.

Istanbul to open new airport

Saturday, 6 April, 2019, Istanbul, Republic of Turkey: the last commercial passenger flight took off from Atatürk Airport with convoys of trucks ferrying thousands of tonnes of equipment across the city to a giant new airport, which Turkey plans to make the largest globally.

The new Istanbul Airport, costing some $8 billion and one of several mega-projects championed by President Tayyip Erdoğan, shall initially be able to handle 90 million passengers a year, close to the world’s largest existing airport capacity. Aviation authorities envisage to expand that capacity to expand to 200 million.
Overnight the final commercial passenger flight from Atatürk took off for Singapore, a departure which Transport Minister Mehmet Turhan labelled as historic. The new airport, which was formally opened nearly six months ago, however, has been handling less than 20 flights a day, inaugurated its new chapter on Saturday afternoon with a domestic flight taking off for the capital Ankara.

Prada sets up diversity council

De luxe fashion brand Prada announced in February the launch of a Diversity Council to be co-chaired by film-maker Ava DuVernay, known for her activism to unearth the subtle systematic racism in the US and Theaster Gates

The council’s mission shall be to ā€œelevate voices of colour within the company, and the fashion industry at largeā€ as Prada let it be stated in a press release. All in all, it shall oversee the company’s human investment in diverse talent development as well as the expansion of opportunities for young students of colour in the fashion industry.

Black rights activists hailed the decision to hire DuVernay and her fellow co-chair, Theaster Gates, a professor in the Department of Visual Arts at the University Chicago famous for his work as an activist-artist. Activists have long said that fewer racial gaffes would occur if the fashion world was more inclusive of people of colour.

As of August 2018, the Council of Fashion Designers of America had merely 15 black designers amongst its ranks for a membership of more than 500 people.

Wednesday, 27 March 2019, Stadium Borussia Dortmund, North Rhine-Westphalia, Germany: Under the pro tempore chairmanship of NRW Minister for Federal, European and International Affairs, Dr. Stephan Holthoff-Pfƶrtner, hosted his colleagues and deputies in charge of European affairs to call for a stark participation at the elections for the European parliament taking place on 26 May, for a Europe of the “rule of law, freedom of the press and speech”.  

A panel discussion highlighting the significance and achievements of the European Union was moderated by Cherno Jobatey with the participation of Minister Dr. Stephan Holthoff-Pförtner, the Minister of Federal and European Affairs, and Regional Development of Lower Saxony, Birgit Honé as well as the European Affairs State Secretary of Rhineland-Palatinate, Heike Raab, former football player Sebastian Kehl, comedian Atze Schröder and student Ella Gemünd, a representative of the European Youth Parliament.

The function at the Borussia stadium was unique because it brought together likewise representatives from the cross-border regions neighbouring Germany, hailing from The Netherlands, Belgium, Luxembourg, France, Switzerland, Austria, Czechia, Poland and Denmark. 

On 28 March the European affairs ministers reconvened for a second round of high-level discussions surrounding Brexit. Additional guests included Dr. Friedrich Merz, Commissioner of NRW State Government for Brexit, and Axel Dittmann, Brexit-coordinator at the German Foreign Office. 

Parallel to the ministerial summit, the NRW State Secretary for European Affairs, Dr. Mark Speich served as host to the initiative “Europa – Erleben und Lernen” (To learn and interact with Europe) for trainees. It is a joint initiative of the NRW government and the European Youth Parliament to dispatch NRW trainees to acquire work experience in other EU countries.

Zarif responds to the comments of the U.S. Secretary of State on the flooding in Iran

In the wake of the flooding that recently affected Iran, U.S. Secretary of State Mr. Mike Pompeo blamed the Iranian government for the disaster. Following such accusations, Iranian Foreign Minister Mr. Mohammad Javad Zarif issued a statement ā€œin response to the unprofessional, interventionist and demagogic commentsā€ made by Mr. Pompeo – the Iranian Embassy in The Hague said. Here the full text of Mr. Zarif’s statement.

Dr. M. Javad Zarif , the Foreign Minister of the Islamic Republic of Iran, today stated, ā€œSecretary Pompeo and other U.S. officials—who have with their economic terrorism endeavored to target each and every Iranian, and even tried to obstruct efforts by expatriate Iranians to make donations to the accounts of the Iranian Red Crescent—are well-advised to address the calamities of disaster-struck Americans who have been suffering from natural disasters for months, instead of trying to take abnormal and politically-driven advantage of the suffering of human beings afflicted by natural disasters.ā€

Dr. Zarif added, ā€œIt seems that the U.S. Secretary of State is unaware of the mismanagement of natural disasters in the U.S. over the past two years, and hence opines—in an unprofessional, interventionist and demagogic manner—on Iran’s management of the horrific and unprecedented floods which simultaneously afflicted 24 provinces. Apparently Mr. Pompeo has forgotten that the US federal government itself has shown to be incapable of providing sufficient relief in many regions affected by natural disasters, which have claimed the lives of thousands of Americans, cut off electricity and other services in affected areas for days and even weeks, and forced hundreds of thousands to flee their homes. Indeed, the people of Puerto Rico, as well as the victims of Hurricanes Harvey, Michael and Florence, have after months not even been able to have their lives return to a shadow of normalcy.

More than a decade after Hurricane Katrina showed the utter unpreparedness of the US government to deal with a natural disaster, it would behoove US authorities to provide for their own citizens—including the thousands who are still grappling with the impact and repercussion of natural disasters.Ā 

Secretary Pompeo should not forget that he represents the same US regime which has sacrificed the interests of the American people—of whom 43 million, per official data, live below the poverty line, 100 million live in destitution, and 500,000 remain homeless—to pursue foreign adventures; he represents an outlaw regime which has senselessly wasted the lives of thousands of American soldiers and trillions of dollars of taxpayers’ money, wreaking destruction and bloodshed in the killing of innocent men, women and children thousands of kilometers away from US shores, only in service of the illegitimate interests of Israeli aggressors.

These massive human and financial resources could have instead improved the economic and political security of the American people and helped save our endangered environment and eradicate global poverty.ā€

Dr. Zarif concluded, ā€œThe great people of Iran will, with unity, empathy and with their coordinated efforts alongside their government, armed forces, and all public, non-governmental and private organizations, and with the help of God, soon not only prevail over the impact of the recent natural disaster—building a better future using lessons learned to avoid repetition of catastrophes that have hit the lives and livelihoods of our cherished citizens—but also overcome the illegal sanctions and vanquish the economic terrorism of the United States, all while registering the malign US behavior in their collective historical memory.ā€

The Global Coalition announces the military defeat of the Islamic State

After a long campaign, the Global Coalition against ISIS declared that the Islamic State has been militarily defeated. Yet, the organization will continue to pose a threat in the Middle East and beyond, and efforts to counter their narrative and actions are still very much needed – the Coalition warned.

At the end of March 2019, the years-long campaign to deprive the Islamic State of its hold on territory in the area across the Syrian-Iraqi border finally came to an end. The campaign has been jointly managed by a coalition of 74 countries and 5 international organization, named the Global Coalition against ISIS, in cooperation with the Iraqi Security Forces and the Syrian Democratic Forces (SDF), which have been operating on the ground on the two sides of the Syrian-Iraqi border. Since the beginning of the operations in 2014, over 111.000 square kilometres of territory have been freed from the Islamic State’s control, thus taking 7.7 million people out of the group’s control – official data provided by the Coalition show.

In the wake of the liberation of Baghouz by the SDF, British Major General Christopher Ghika, Deputy Commander of Strategy and Information for the Coalition, exposed the Coalition’s view to the press. While welcoming the military defeat of the Islamic State and its deprivation of controlled territory, Maj. Gen. Ghika warned that ā€œthis is not the end of them [the Islamic State], nor of the military campaign against themā€. As it has been denied territorial control, the Islamic State is now set to turn into an underground movement – he noted, warning that such development would still pose a major threat to countries in the region and beyond, as the group is expected to still rely on around one thousand active fighters. 

As a result – Maj. Gen. Ghika announced – the Coalition will not stop its efforts. First of all, the countries active in the Coalition will continue to support, not least through direct military training, both the Iraqi Security Forces and the Syrian Democratic Forces, in order to ensure that local forces will be able to fight any threat that might emanate from the Islamic State’s cells in the two countries. To this end, the Coalition will keep a certain number of troops on the ground – Maj. Gen. Ghika noted, although declining to specify any figure in this regard.

The continued engagement of the Coalition will be broader than its military training – Maj- Gen. Ghika stressed. He underlined the importance of countering the narrative of the Islamic State, with a view on winning the hearts and minds of the group’s silent supporters. In addition to that, he noted that work will be needed to disrupt the international network supporting the group, as well as to ensure that displaced people will be able to return to their homes. 

Moreover, much work will need to be done to ensure that those who have committed crimes will be held accountable. Currently, a large number of fighters and civilians associated with the Islamic State is being held in Syria. As among these fighters there are several foreign nationals, it will be important to reach an international consensus on how to deal with the cases of these people – Maj. Gen. Ghika said, stressing however that the decision to readmit or not foreign fighters in their countries of origin will depend on the will of sovereign national governments.

In the wake of the military defeat of the Islamic State, many challenges still lie ahead, and the Global Coalition against ISIS will have to face the hard task of trying to tackle them.

The United States blames Maduro’s government for the situation in Venezuela

In the wake of meetings with representatives from both the Venezuelan opposition and Russia, U.S. Special Representative Elliott Abrams blamed the government of NicolĆ”s Maduro and its supporters for the crisis in Venezuela. The United States – he announced – will continue to push for the restoration of democracy in the country.

As the situation of Venezuela continues to be characterized by the power struggle between Mr. NicolÔs Maduro and Mr. Juan Guaidó, this political clash has implication on the international diplomatic scene too. The international community remains split on the political crisis faced by Venezuela: on the one hand, 54 countries, led by the United States and the Lima Group, have recognized the legitimacy of interim President Guaidó; on the other hand, other countries around the world, including powerful states such as Russia and China, continue to consider the government of President Maduro as the legitimate one. While the positions of these countries remain distant, diplomats from both sides are currently attempting to jointly address the situation in Venezuela, as proved by the recent talks between Senior U.S. and Russian officials in Rome.

In the wake of the Rome talks, Mr. Elliott Abrams, U.S. Special Representative for Venezuela, addressed the press to explain the U.S. administration’s position on the situation in the country. Touching upon the situation in Venezuela, Mr. Abrams regretted the continuation of the blackouts that have been recently affecting the country, defining them as ā€œa symbol of the mismanagement that the Maduro regime is responsible forā€. He went on by accusing the government of weaponizing and politicizing the humanitarian aid distributed in Venezuela, as well as of ensuring the loyalty of the army through a mix of fear and clientelism.

Special Representative Abrams continued by outlining the U.S. strategy in Venezuela. He reiterated that the only aim of the United States is ā€œsupporting the Venezuelan people in their desire to get rid of the Maduro regime and return Venezuela to democracyā€. In doing so – he pledged – the U.S. will continue to back interim President Juan Guaidó, as shown by the recent meeting held by Guaidó’s wife, Ms. Fabiana Rosales, with U.S. President Trump and Vice President Pence. Moreover, the U.S. will continue to insist for the delivery of humanitarian aid in the country – Mr. Abrams noted, dubbing as ā€œridiculousā€ the narrative portraying the U.S. aid as malign interference.

As for the relations between the U.S. administration and the Maduro government, Special Representative Abrams underlined that past attempts to negotiate with Mr. Maduro did not lead to any steps forward for the country. Therefore, ā€œthe only thing to negotiate with Maduro is his terms of departureā€ – he claimed, stressing that the U.S. administration will continue with its strategy of applying pressure on Mr. Maduro through sanctions. Questioned about the potential negative effects of such sanctions on the Venezuelan population, Mr. Abrams underlined that the economic crisis affecting Venezuela dates back to well before the recently-imposed U.S. sanctions, thus fully blaming the government for the current situation.

After blaming the government of Mr. Maduro, Special Representative Abrams went on by pointing the finger at its international supporters, chiefly Russia. He condemned Russia for its support to the government of Mr. Maduro, accusing Russian authorities of being interested in protecting the money owed by Venezuela to Russia, without caring about the Venezuelan people. Moreover, Mr. Abrams condemned the recent arrival of military flights from Russia to Venezuela, describing such actions as ā€œcounterproductive for any solutionā€. However, he noted that the discussions between the U.S. and Russia on Venezuela continue, including at a very high-level, with the direct involvement of U.S. Secretary of State Mike Pompeo.

Finally, Special Representative Abrams voiced its concern for the arrest of Mr. Roberto Marrero, Guaidó’s chief of staff, pointing at it as an example of the increasing repression perpetrated by the government of Mr. Maduro. Speaking about the potential challenges faced by interim President Guaidó himself, Mr. Abrams warned that ā€œthe regime will pay an enormous price for doing anything to Interim President Guaidó, not just diplomatically but internally from the Venezuelan peopleā€, and expressed his hope that the Venezuelan government will decide not undertake any such measures. 

Until now, the U.S. has decided to employ economic, political, diplomatic, and financial pressure to address the situation in Venezuela – Special Representative Abrams argued. Yet – he specified – all options remain on the table, as recently remarked by U.S. President Trump. As the situation in Venezuela evolves, international dynamics are set to play a key role in shaping the course of events. 

NATO allies prepare for the 70th anniversary celebrations

The North Atlantic Treaty Organization is getting ready for the celebration of its 70th anniversary. Foreign Ministers and diplomats from all allied countries will gather in Washington, D.C. on April 3rd-4th, with the double aim of celebrating the organization’s anniversary and discussing issues such as burden sharing, counterterrorism, and emerging threats.

It was on April 4th, 1949, in the wake of World War II, that twelve European and North American states officially signed the North Atlantic Treaty, thus establishing the North Atlantic Treaty Organization, NATO. Today, seventy years later, the organization is getting ready to celebrate its anniversary in the Mellon Auditorium, Washington D.C., the very same place where the treaty was signed seventy years ago. Underlining the importance of such event, Foreign Ministers and high-level diplomats from the now twenty-nine NATO allies will gather in Washington for the occasion, which will be also used for discussing the current and future challenges of the organization in a rapidly changing global scenario.

On the eve of the Ministerial, the Permanent Representative of the United States to NATO, Ambassador Kay Bailey Hutchison, briefed the press on the upcoming event. She praised the organization for being ā€œthe longest standing military alliance in the history of the worldā€ and stressed that ā€œtogether we are able to do so much more than any of us could do aloneā€. Moreover, she also welcomed the invitation extended by the U.S. Congress to NATO Secretary General, Mr. Jens Stoltenberg, to speak in front of its joint session, stressing the unprecedented character of such event and the U.S. Congress’ strong commitment to NATO.

Ambassador Hutchison also outlined the major topics that will be tackled in the Ministerial of April 3rd-4th. She announced that discussions on burden sharing among NATO allies, in terms of both capabilities and expenditure, will feature in the agenda. Moreover, Foreign Ministers will discuss counterterrorism, a very sensitive topic on account of the terrorist attacks that have happened in several NATO countries. Finally, the Ministerial will also be focused on emerging threats, in order to ensure that the alliance takes ā€œthe necessary steps to be strong and allied against any risk in the futureā€. 

While keeping an eye on the future, NATO Foreign Ministers will also focus on the challenges faced by NATO in the present. Ambassador Hutchison underlined the threat posed by ā€œa more aggressive Russiaā€ and its involvement in Ukraine. In this regard, she welcomed the recent imposition of sanctions by some NATO members, and announced the plan to shore up the Ukrainian defenses and increase surveillance in the Black Sea.

Questioned about potential sources of disunity within NATO, Ambassador Hutchison stressed that, in spite of some natural internal disagreements, NATO allies remain a very united military front against any external threats. She welcomed the cooperation with several NATO allies, stressing the importance of their cooperation with the organization, and welcomed the progress achieved by countries such as Ukraine and Georgia in making steps forward towards joining NATO. In the meanwhile – she noted – the ratification procedure for the accession of North Macedonia is proceeding, with the U.S. Senate expected to hold a vote on the issue in Fall 2019.

As the Foreign Ministerial and the 70th anniversary celebrations will wind down, the organization will start its preparation for the following major meeting, the Leaders’ Summit to be held in London towards the end of the year. This occasion – Ambassador Hutchison noted – will be another occasion to celebrate the role of NATO, and to strengthen even more the partnership between NATO allies. Beyond its 70th anniversary, NATO continues to be a big actor on the global stage.
