Argentina and ICC sign agreements

H.E. Mr. Hector Horacio Salvador, Ambassador of Argentina  and the Registrar of the International Criminal Court (ICC), Mr. Herman von Hebel. Argentina and ICC sign agreements on Interim Release and Release of Persons, reinforcing Argentina’s commitment to accountability and fair trial. Today, 28 February 2018, the Ambassador of the Argentine Republic to the Kingdom of the Netherlands, H.E. Mr. Hector Horacio Salvador, and the Registrar of the International Criminal Court (ICC), Mr. Herman von Hebel, in the presence of the ICC President, Judge Silvia Fernández de Gurmendi, signed cooperation agreements on interim release and release of ICC detained persons on the Argentine territory, pursuant to decisions of the Chambers of the Court. The interim release agreement establishes the procedure for the temporary release of a suspect or accused in the custody of the Court, following the decision of a Chamber of the Court, and based on the provisions of the Rome Statute. The agreement on the release of persons regulates the procedure for the transfer of a person released from the custody of the Court, for example in the case that the person was acquitted, and tasks the Court to make the arrangements for such release into the territory of the State. With these signatures, Argentina becomes the first country to have signed four cooperation agreements with the Court, providing the ICC with successful tools for cooperation. “By signing these two agreements, Argentina reaffirms its strong support and turns to the forefront in terms of cooperation with the ICC; we are glad that it took place on a symbolic occasion such as the twentieth anniversary of the Rome Statute”, said Argentine Ambassador H.E. Horacio Salvador. “With the signature of these two new agreements, Argentina will become the first country to sign all four cooperation agreements with the Court. We consider these to be of fundamental importance for supporting the effective work of the Court with full respect for due process and fair trial rights. It is a great satisfaction for me that the signing of these four cooperation agreements took place during my presidency of the Court” said ICC President Judge Silvia Fernández de Gurmendi. “The conclusion of these cooperation agreements is a concrete demonstration of Argentina’s commitment to the Court and its mandate, as well as a tangible way to celebrate the twentieth anniversary of the Rome Statute; we hope other States Parties will make similar pledges”, said ICC Registrar Herman von Hebel. In all of its activities, the ICC relies on the cooperation of States and International Organisations, including receiving detained persons after their interim or final release, enforcing sentences of imprisonment pronounced by the Court, or relocating witnesses. The Court may enter into arrangements or agreements to provide such cooperation. The International Criminal Court is an independent, permanent court that tries persons accused of the most serious crimes of concern to the international community as a whole, namely the crime of genocide, crimes against humanity, war crimes and the crime of aggression.

Bangladesh observed Ekushe in the Netherlands

Eleven countries joined Bangladesh to observe Ekushe in the Netherlands As a part of different programs to observe the Martyrs’ Day and International Mother Language Day, the Embassy of Bangladesh in The Hague arranged a day-long program today (24 February 2018). Despite sub-zero temperature, more than 300 guests gathered to commemorate the day. The highlight of this year’s event, likewise earlier years, as many as eleven other embassies-India, Nepal, Sri Lanka, Vietnam, the Netherlands, Russian Federation, Morocco, Malaysia, Indonesia, Iran and countries joined Bangladesh to make this event truly multicultural and participatory. Our language martyrs, who sacrificed their lives, for making us speak in our mother tongue, have reasons to take solace to the fact that our immortal Ekushe is truly a global event where Bangladesh turned itself into a platform offering space for others for their united appeal to promote multilingualism and diversity. Apart from large number of expatriate Bangladesh community, students, Dutch nationals, members of media, diplomats etc attended the programme. To ensure participation of a good number of participants, the Embassy organized the event on a weekend day. The event begun with placing floral wreath at a temporary Shaheed Minar put up in hounour of language martyrs. Along with H. E. Sheikh Mohammed Belal, Ambassador of Bangladesh, Ambassadors of Sri Lanka, Indonesia, Russian Federation, Morocco, Vietnam, Malaysia, representatives of India, Nepal, Islamic Republic of Iran, Kenya also joined the procession and paid their respects. Later, leaders of Netherlands Awami-League, expatriate Bangladesh community and other guests also placed flowers at the Shaheed Minar. Ambassador Sheikh Mohammed Belal, in his speech, paid tributes to the language martyrs of 1952 and emphasized the significance of protection and preservation of more than 7000 Mother Languages of the world.

Ambassador Belal also mentioned that The Hague Municipal authority allocated a land for Shaheed Minar construction and foundation for that construction has already been laid at Zuiderpark in The Hague by Foreign Secretary H.E. Mr. Shahidul Haque on 19 February 2018. He expressed deep gratitude to The Hague Municipal authority, especially to the Deputy Mayor of The Hague Municipality, for extending necessary permission in this regard. Ambassador also briefly highlighted the background of immortal 21st February, UNESCO recognition as International Mother Language Day and how 21st February acted as a constant source of inspiration in our great liberation war which we fought under the leadership of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman. Ambassador also highlighted ongoing development spree in the country and urged all to do their part to sustain and expedite this development.

Other Ambassadors were also invited to address their remarks about native culture, heritage and mother language. They appreciated the role of Embassy of Bangladesh in upholding the strength of multilingualism, peace and humanity. Dr. Dilruba Nasrin, wife of Ambassador Belal, moderated a segment where all attending Ambassadors and diplomats were made to speak in their mother tongue as well as in Bangla. Their chorus of love for mother tongue exuded a new kind of emotion in the audience as language and mother were found inexorably inseparable. Ambassador Russian Federation made a minute long speech in Bengali and later admitted the he has been training himself for this event for weeks. The culminating chorus of “Dhonnobad Bangladesh” was echoed much beyond the hall room as audience greeted them with thumping appreciation. Later, colourful and diverse cultural performances were presented by Bangladesh, India, Sri Lanka, Nepal, Vietnam, Russia and Netherlands. Children of Bangladesh played a short drama in Bangla which depicts the history of 21st February 1952 and how this day achieved recognition as International Mother Language Day. Bangladesh origin Dutch children sang the song of the immortal 21st February in Bangla and in Dutch language simultaneously. As a guest of honour, Ms. Kana Verheul, President of Stichting (Foundation) Shapla community, the organization for the adoptees from Bangladesh presented a heart touching presentation regarding journey in search of her root in Bangladesh. Ms. Kana was adopted as an infant by Dutch parents after our glorious liberation war of 1971. After enormous effort of 40 years she found her root in Bangladesh and met her biological sister confirmed by DNA tests. She emphasized on the rights of adopted children to know their origin as well as urged to the Governments of Netherlands and Bangladesh for supporting in such a noble initiative. The guests praised the initiative of the Embassy of Bangladesh for organizing the programme involving performers of other countries which truly added different dimensions in the programme. They mentioned that the Embassy of Bangladesh created a platform to showcase cultural integration and harmony. Overall, attending the expatriate Bangladesh community and guests expressed their satisfaction. Guests were served with traditional Bangladesh lunch and guests were seen to exchanging themselves for hours after the event.

The Russian Federation knows a unique holiday, Russia might be the only country in the world with such a professional holiday “Diplomats Day” celebrated on February 10.

Diplomats Day is considered to be the day of the foundation of the first Foreign Policy Department of Russia «Posolsky Prikaz» (Ambassadorial Board) in 1549. On Monday, February 12, H.E. Alexander Shulgin, Ambassador of he Russian Federation to the Kingdom of the Netherlands,  flung open the doors of his residence to celebrate the 2018 Diplomats Day with scores of Diplomats and other invitees in a context of joy.

After words of welcome Ambassador Shulgin went on to unveil a bust in honor of Fjodor Martens, a diplomat and jurist in service of the Russian Empire who made tremendous contributions to international law.

Further the Russian artist Bazjenova, put on a impressive performance of song and dance. Ambassador Shulgin continue with his speech by relating: “…. looking back at the history of Russian diplomacy we recollect Peter the Great, who himself was a far-sighted and skillful diplomat.”

“One of the highest-ranking Peter the Great’s diplomats, Count Andrey Artamonovich Matveev, became the first permanent envoy of Russia to the States General. Being a bright diplomat he could maintain strong ties with the local cultural circles. Some of the painting masterpieces purchased by him on the orders the Czar can be viewed nowadays the Hermitage Amsterdam. If you happen to visit the exhibition «Dutch Masters» in that museum you will also see a portrait of a daughter of the Ambassador by a famous Dutch painter Godfried Schalcken.”

“Speaking about diplomats and diplomacy here, in the Netherlands I cannot but to mention yet another Russian talented diplomat and lawyer, international arbitrator and historian – Fyodor Fyodorovich Martens. He made a significant contribution to the science of international law. The triumph of Martens as a jurist is associated with the organization and conduct of the First World Peace Conference in The Hague in 1899. And today I am honored to present to you a sculpture of Fyodor Martens by the famous Russian sculptor Alexander Taratinov. The work of art will be transported to Moscow and become a part of the museum of diplomatic service of the Ministry of Foreign Affairs.”

Consul-General of China paid courtesy visit to Dean of the Consular Corps of Curaçao

28 February 2018, Curaçao –  The Consul-General of the People’s Republic of China in Willemstad, His Excellency Mr. Weixin Zhang, together with Vice-Consul, Dr. Li Sun, paid a courtesy visit to the Dean of the Consular Corps of Curaçao, Mr. Karel Frielink. During the meeting the development and future of both China and Curaçao were discussed. The courtesy call also provided the opportunity for both sides to share and exchange views on issues of mutual interest.

Kuwaiti Emir raises funds for Iraq

By Henri Estramant. 14 February 2018, Kuwait City, State of Kuwait: Under the ægis of His Highness the V Emir of the State of Kuwait, Sabah IV bin Ahmed Al-Jaber Al-Ali Al Sabah, donors and investors gathered in Kuwait to mull ways to rebuild the Iraqi economy and infrastructure as it emerges from a ruinous conflict against the Islamic State militants, who seized almost a third of the country before being beaten back. Saudi Arabia shall provide $1 billion through its Saudi Fund for Development and $500 million in export credit, Foreign Minister Adel Jubeir affirmed during the conference. Kuwait shall earmark $1 billion in loans to Iraq, and will commit to another $1 billion as investments, Emir Sabah IV bin Ahmed Al-Jaber Al Sabah said at the gathering. His Highness has in the last few years been one of the main donors and organiser of humanitarian summits to aid refugees from Syria living in Lebanon, Jordan or Egypt. Not least, he is also the main mediator in the Gulf in the blockade against Qatar. Qatar pledged $1 billion in loans and investments, and the United Arab Emirates pledged $500 million but added that there were $5.5 billion in private sector investments in Iraq Iraq received pledges of $30 billion, mostly in credit facilities and investment from allies but this fell short of the $88 billion Baghdad says it needs to recover from three years of war. Iraq, which still owes Kuwait reparations from the 1991 Gulf War, declared victory over Islamic State in December, having taken back all territory the militants captured in 2014 and 2015. The group has been largely defeated in Syria as well. Al Mahdi case: Appeals Chamber to issue appeals judgement on Reparations Order on 8 March 2018 On 8 March 2018 at 14:00 (The Hague local time), the Appeals Chamber of the International Criminal Court (ICC) will hold a public hearing in the case The Prosecutor v. Ahmad Al Faqi Al Mahdi at the seat of the Court in The Hague (Netherlands) to deliver its judgement on the appeal of the Legal Representative of Victims against the Reparations Order. The Appeals Chamber in this appeal is composed of Judge Howard Morrison, Presiding Judge, Judge Silvia Fernández de Gurmendi, Judge Sanji Mmasenono Monageng, Judge Christine Van den Wyngaert and Judge Piotr Hofmański. Scheduling Order for the judgment on the appeal of the Legal Representative of Victims against the 17 August 2017 order of Trial Chamber VIII entitled “Reparations Order” On 27 September 2016, Trial Chamber VIII found Mr. Ahmad Al Faqi Al Mahdi guilty of the war crime consisting in intentionally directing attacks against religious and historic buildings in Timbuktu, Mali, in June and July 2012 and sentenced him to nine years’ imprisonment. On 17 August 2017, Trial Chamber VIII issued a Reparations Order concluding that Mr. Al Mahdi was liable for 2.7 million euros in expenses for individual and collective reparations for the community of Timbuktu. Noting that Mr. Al Mahdi was indigent, the Chamber encouraged the Trust Funds for Victims to complement the reparations award and directed the TFV to submit a draft implementation plan for 16 February 2018. Mr.  Xavier Bettel, Minister of State, Media and Culture, the head of government of the German Bundesland of Thuringia, H.E.  Mr. Bodo Ramelow, paid a visit of three days to Luxembourg. Bodo Ramelow, was welcomed by his Luxembourgish counterpart Xavier Bettel but also by the Speaker of the Chamber of Deputies, Mars Di Bartolomeo, in order to discuss general ties vis-à-vis Germany yet with more focus on relations with the Free State of Thuringia.

Because Premier Ramelow was in the Grand Duchy to open the exhibit “Luxembourgians in the police of the National Socialist State“, a lot of focus was given to Thuringia, which is the homeland of Weimar, Jena, Schiller and Goethe. The exhibit is a cooperation between the Museum of the Grand Ducal Police as well as the Regional Archives of Thuringia. Further topics of discussion were the intensification of research and high-tech cooperation between institutions in Luxembourg and Thuringia. Premier Ramelow is premier of Thuringia since 5 December 2014, and heads the only government head by The Left party within the German federation. Wagashi demonstration, Japan Embassy, Friday, February 23rd, 2018  By Roy Strik. The Department of Cultural Affairs, Press and Information of the Embassy of Japan in the Netherlands hosted a lecture and demonstration of “Wagashi”-making. Much of Japanese art, culture, and cuisine draws on the principles of aesthetic beauty and the passing of the seasons. “Wagashi” too has a strong seasonal character. Each season brings its own delights, techniques and flavours. European countries (like Holland and Portugal) had introduced sugar to Japan. It meant a new way of sweetening, which had a profound effect on the manufacture of “Wagashi”. In time “Wagashi” became an indispensable part of the tea ceremony and as such, spread not only among the high social classes but among the common people as well. Mr. Takanori Murata, a “Wagashi” craftsman, currently working in Paris, showed how the traditional ingredients of “Wagashi” (bean paste – from various beans – and sugar) and a large variety of utensils are used to create beautiful shapes and forms. After the demonstration, the guests were invited to try their own hand at making “Wagashi”. Mr. Tomohiko Murakami, a master carpenter from Hokkaido and representative of the Gen Company told us a little about the design of Wagashi tools and equipment. Tea and “Wagashi” was served.  

Ruud Lubbers, longest-serving prime minister of The Netherlands, died

Mr. Ruud Lubbers. By Anton Lutter. On the 14th of February, aged 78 years the longest serving Dutch Prime Minister died in his hometown Rotterdam, Mr. Ruud Lubbers. Born in 1939 he served as Prime Minister from 4 November 1982 until 22 August 1994. He was also the youngest person serving in that position, the current Prime Minister Mark Rutte lacking two months. He studied economy at the Nederlandse Economische Hogeschool (nowadays Erasmus University) in Rotterdam. Before entering politics, he worked at the family business Hollandia a manufacturer of steel constructions and machines. His political career started in 1973 when he was appointed Minister of Economics for the Catholic People’s Party (KVP) until 1977. After the elections in 1977, he became a member of parliament, where – a year later – he succeeded to Mr. Wim Aantjes as chair of the “CDA” parliamentary group (at the time still formally consisting of separate Catholic and Protestant political parties) until – in 1982 – he became Prime Minister and the political leader of CDA, heading the cabinets Lubbers I, II and III. After his political career, he part-time served in academe as professor of globalisation at the Katholieke Universiteit Brabant (Catholic University Brabant) and visiting professor at the John F. Kennedy School of Government, Harvard University. Both his interests in the position of chair of the European Commission and secretary-general of NATO failed, and it took until 2001 before he was asked to be United Nations High Commissioner for Refugees, retiring in 2005. He reorganized the agency doing so without pay (he returned his salary). He made a short comeback in Dutch politics in 2006 and 2010 as “informateur” for the formation of two cabinets. The “European” Ruud Lubbers will be much remembered as the host for the Maastricht Treaty which paved the way to the European Union and the common currency the Euro. Mr. Lubbers is survived by his wife and three children.

On February 20th, the Embassy of Kuwait to The Netherlands decided to celebrate this anniversary with the diplomatic community of The Hague. H.E. Ambassador Shamlan Abdulaziz Al-Roomi and his colleagues personally welcomed each guest entering the beautiful reception room of the Grand Hotel Amrâth Kurhaus in Scheveningen.

The formal celebration began with the sound of the national anthem, followed by a word of welcome from the Embassy. Then, Ms. Yoka Brandt, Secretary-General of the Dutch Ministry of Foreign Affairs, took the word. She praised the long-lasting relationship between the Netherlands and Kuwait, which dates back to the 18th century. Back then, the quest for trade opportunities led a Dutch explorer to Kuwait, making him the first European to land in the Emirate. Since that time, relations have dramatically improved, as the two countries now enjoy solid bilateral relations, and The Netherlands is currently Kuwait’s biggest trading partner among all the European nations.

Ms. Brandt also stressed the deep similarities between the two countries. Both the countries, she noticed, are relatively small states in a regional scenario of bigger nations. Nonetheless, both are very active and influential in their own regions and beyond, by means of their economic strength, their efforts in humanitarian aid, and their relentless diplomatic work as mediators. Nowadays, with both The Netherlands and Kuwait holding a seat at the United Nations Security Council, the activity and the work of this two nations at a global level is more relevant than ever.

Ms. Brandt closed her remarks by mentioning the “Diwaniya” project, an outstanding initiative launched by the governments of Kuwait and The Netherlands to strengthen bilateral relationships between the two countries.

This initiative brought together students from Kuwait and The Netherlands and provided them with the opportunity to meet and discuss a broad range of issues. After the cut of the cake, the guests were invited to enjoy the outstanding buffet arranged by the Kuwaiti Embassy. The guests remained at length in the Kurhaus reception room, savoring the food and talking to each other.
