September has been an eventful month for the ASEAN countries in The Hague. On September 1st, Her Excellency Ambassador Ngo Thi Hoa hosted a reception on the occasion of the 72nd Anniversary of the National Day of Vietnam.
On 14 September 2017, an ASEAN Business Forum was in session in cooperation with VNO-NVW-MKB Nederland as a part of ASEAN 50th Anniversary celebrations.

The opening remarks were by His Excellency Dato’s Ahmad Nazri Yusof, Ambassador of Malaysia and the chairman of the ASEAN Committee in The Hague, and Mr. Hans de Boer President of VN/ NCW followed with a speech of his own.
Other speakers included: H.E. Mr. Le Luong Minh (Secretary-General of ASEAN (TBC)) and Mr. Maarten Camps (Secretary-General, Ministry of Economic Affairs of the Netherlands). A session of nationalist pride of each member state followed focused on Trade and Business Opportunity in ASEAN countries.

The primary aim of this event was to promote ASEAN and the Netherlands trade relations, as well as to create better awareness among the Dutch business community of the potential ASEAN could offer in trade and investment- especially with the idea of cooperating with ASEAN Economic Community (AEC) that had been announced two years ago.

Each member country of the ASEAN Committee followed Malaysia’s example in the presentation for their respective states.
Malaysian fruits, food, and delicacies were a popular choice of the fair in Markthal, Rotterdam. In a space of three days (15,16 and 17 Sept.) more than twenty thousand individuals visited the Pasar Raya Indonesia (PRI) 2017 held in De Broodfabriek, Rijswijk, the Netherlands, between 15 – 17 September 2017 as a part of the Indonesian Economic Diplomacy, encouraged by the President of Indonesia. PRI 2017 is the culmination of the 72nd anniversary of the Independence of the Republic of Indonesia.
The event aimed to strengthen the alliance of the peoples of both nations. It also aimed to promote Indonesian culture; such as kuris, culinary and various Indonesian products as textiles and handicrafts.
Citizens came from all quarters of Europe, including Belgium, UK, Germany, and France. There were even some groups of Indonesian citizens from Malaysia, several members of the diplomatic corps in The Hague, such as the Ambassador of Bangladesh and Tanzania.
Pasar Raya Indonesia is this year supported by several artists such as Indonesian Idol finalist, Harry Mantong and Komunitas Hong of Bandung– he introduced various dance performances to PRI 2017. Dutch artist Justine Palmelay of “Superman is Dead”, the famous band in Indonesia, also took part the concert on the night of September 15, 2017, before the official opening ceremony on September 16, 2017. A total of more than 70 culinary stands and products supported this PRI 2017.
PRI 2017 was commenced by the Minister of Women Empowerment and Child Protection of the Republic of Indonesia, Dr. Yohana Yambise; together in cooperation with the Mayor of Rijswijk, Mr. Michel Bezuijen and the Ambassador of the Republic of Indonesia for the Netherlands, His Excellency Mr. I Gusti Agung Wesaka Puja.
Mayor of Rijswijk, Michel Bezuijen, expressed his gratitude over the fact that PRI this year was being held for the first time in Rijswijk. It was a surprise for Bezuijen with the splendor of the event and the immense number of visitors by exclaiming, “This is an opportunity for the people of Rijswijk to get to know Indonesia”.
According to Ambassador Puja, as the head of the organizer of Pasar Raya Indonesia 2017, this year’s celebration was held in a much larger indoor space as opposed to in previous years, PRI (with the old name of Pasar Rakyat Indonesia) at Sekolah Indonesia in Wassenaar in the outdoors. Puja noted, “compared to the past years, the number of visitors is getting bigger, and this year’s venue is expected to reach visitors up to 20 thousand a 3 day-program”. A great interest from visitors may also increase Indonesia’s diaspora business in the Netherlands that accumulate the demand for Indonesian products in the Dutch market.

Paris, 2 October 2017: The Director-General of UNESCO, Dr. Irina Bokova, has appointed the President of the Royal Scientific Society of the Hashemite Kingdom of Jordan, HRH Princess Sumaya bint Hassan of Jordan as a UNESCO “Special Envoy for Science for Peace” (2017-2019) in a ceremony at the organisation’s headquarters in the presence of Jordan’s Permanent Delegate to UNESCO, HE Ambassador Makram Quesi.“Princesse Sumaya bint El Hassan, is named in recognition of her efforts to promote science as a power to bring countries together and contribute to positive changes in society, for her commitment to strengthening the development of scientific thinking in her native country and her dedication to the ideals and aims of the organisation.”
As a UNESCO Special Envoy, the Princess will support the work of the organization in science diplomacy, notably during the forthcoming World Science Forum, which shall take place in Jordan from 7 to 11 November 2017.
A graduate of the Courtauld Institute of Art, Princess Sumaya bint El Hassan, is passionate about science and has been the President of the Royal Scientific Society of Jordan since 2006. She is also the Deputy-Chair of the Higher Council for Science and Technology, a government body that advises Jordan on public policy issues relating to science and technology.
Princess Sumaya has supported SESAME, the Synchroton-light for experimental science and applications in the Middle East, located in Allan, Jordan.

The historic city of Samarqand – Uzbekistan hosted the XI Sharq Taronalari Festival 2017, a spectacular biennium international fine- and performing arts festival on its native soil. The Sharq Taronalari Festival or Music of the East Festival is one of the largest festivals in Central Asia.

The aims and objectives of the festival are to popularize widely the best achievements of national music art, to preserve and develop great traditions of peoples, to encourage talents in the musical- and vocal sphere, as well as to spread in further international creative ties, to strengthen cultural friendship and ideas of mutual sympathetic.
The first International Music Festival “Sharq Taronalari”, took place in 1997 where musical groups and performers from 31 different countries participated. Today, it became one of the most popular and famous festivals not only in Central Asia but also far beyond. The significance of this year’s festival is the ever-increasing number of the artists from a broader geographical range of participating countries, and the prevalence of fine artistry in an array of forms such as music and dance level of participants.

This year, Samarqand hosted 241 artists from 58 countries. Besides performances and competitions, the program included a scientific conference, held from 26-27 August 2017 providing opportunities for countries to exchange their expertise and cultural talents. H.E. Mr. Shavkat Mirziyoyev President of the Republic of Uzbekistan started his opening address by observing that the Sharq Taronalari Festival gains a high prestige. Music acquaints and brings peoples and cultures closer, establishes a strong spiritual connection between them. All those visiting Samarqand today can feel the festive, friendly atmosphere reigning in the city.”
The President continued, “…the Sharq Taronalari International Music Festival, founded on the initiative of the First President of our country Islam Karimov 20 years ago, is now held for the eleventh time.”
Moreover, the President of Uzbekistan Shavkat Mirziyoyev stressed: “In the present extremely difficult time, when various challenges and threats are intensifying in the world, as well as confrontations, the role, and importance of musical art increases, which without interpreters unites millions of people of different nationalities, languages, and religions, further strengthen the bonds of friendship, cooperation and harmony. In this regard, the Sharq Taronalari International Music Festival, which this year marks its 20 years, acquires a special meaning.”
Subsequently, the President of the Republic welcomed the dignitaries in the audience such as: the Deputy Secretary-General of the United Nations, Secretary-General of the World Tourism Organization Taleb Rifai, Chairman of the Assembly of Parliaments of the Organization for Security and Cooperation in Europe Christine Muttonen, Director General of the Islamic Educational, Scientific and Cultural Organization (ISESCO) Abdulaziz Bin Othman Al-Tuwaijri. The high-ranking guests include Halit Ehren, Director General of the International Research Center for Islamic History, Art and Culture, Hyun-suk Mun, Secretary-General of the International Organization of Folk Art for the Asian Region, Sergey Lebedev, Chairman of the Executive Committee of the Commonwealth of Independent States, Mikhail Shvydkoi, Special Representative of the President of the Russian Federation for International Cultural Cooperation, Boris Kandov, President of the Congress of Bukharian Jews of the USA and Canada.
The Grand Opening Ceremony of the festival carries on with a captivating spectacle by directors, choreographers, designers, and artists with performances of dances and songs. An unforgettable evening, a symphony of colors, sentiments, and illumination at the Registan square which was converted into an amphitheater. The following countries performed on the first night: Afghanistan, Greece, Germany, Azerbaijan, Nepal, Kazakhstan, Belgium, Russia, and Uzbekistan. An independent International Jury was put in place to judge the competitors. The following awards were established by the Festival Organizing Committee for the winners of the Competition:• Grand Prix -US$10,000• The first prize (2x) – US $ 7,000 for each• The second prize (2x) – US$ 5,000 for each• The third prize (2x) – US$ 3,000 for eachH.E. The city of Samarqand
Samarqand, a city brimming over with history and culture, is known for being a pronounced point within the historic silk road. Samarqand could also be referred to as a city of gardens, with her avenues, boulevards, impressive architecture, universities, and academies adorned in petals and vegetation. However, what gives Samarqand her reputation is her astounding hospitality.
For eons, trade between the peoples of the West and the East has been conducted through Samarqand, where different cultures interacted and mutually enriched. This city was considered a bridge between two parts of the world, the center of the Great Silk Road. Merchants from Samarqand led caravans to China, Persia, Egypt, India, and Byzantium.
The expression was popular at that time: “Rome – in the West, Samarqand – in the East”, because these cities for the huge role in the fate of mankind became famous as ‘eternal cities.’ During the reign of the great Amir Temur, new pages were opened in the history of Samarqand. Further, in the period of the ruling of Amir Temur and the Temurids, Samarqand was not only the capital of the state but also the most beautiful city, major economic, a political and cultural center of the entire East.
Uzbekistan in brief
Uzbekistan is a landlocked country with more than 60% of the population living in densely populated rural communities. According to government sources, the GDP grew by 7.0% in the first half of 2017.
On the supply side, industry excluding construction was the main driver at 7.6%, up from 4.7% a year earlier. Within manufacturing, which is 80% of the industry sector, machinery and equipment production rose by 33.0% as external demand for passenger vehicles increased, particularly in the Russian Federation.
The direct contribution of Travel and Tourism to the GDP in 2017 is expected to rise to 7.2%. Uzbekistan’s growth has been driven primarily by state-led investments, and export of natural gas, gold, and cotton provides a significant share of foreign exchange earnings. In 2015, Russia’s Gazprom announced it would reduce its natural gas imports from Uzbekistan but Tashkent continues to export natural gas to China and Chinese investments in the country have substantially increased.
Despite ongoing efforts to diversify crops, Uzbekistani agriculture remains largely centered on cotton; Uzbekistan is the world’s fifth largest cotton exporter and sixth largest producer.

Diplomat Magazine has invited filmmaker, journalism professor and author Robb Montgomery to celebrate the 5th edition of The Hague’s annual Embassy Festival.
During this anniversary edition, Robb offered a unique insight into the interesting features that a smartphone has to offer for creating and editing high quality movies. Robb is a professor specialized in mobile journalism. This relatively new form of media emerged as a result of technological advancements in mobile gear (most notably the smartphone) and grew in popularity due to the rise of social media.
It entails the use of a smartphone to capture, edit and share content with an audience, which nowadays is possible in high definition because most smartphones are equipped with advanced cameras.
Although based in Berlin, Robb has trained more than 10,000 journalists over the past 10 years in numerous countries how to tell stories visually through graphics, design, video cameras and more recently, smartphones. He has authored two books on video storytelling and is the founder of the Smart Film School. The Smart Film School is an e-learning platform containing video tutorials about mobile journalism, social videos and how to make a documentary film. The trainings are not only aimed at journalists, but also professionals working in communications, teachers and students.
The core objective of these workshops and video tutorials is how to tell a story a visually: “Once you know how to do that with your camera, being able to then put those shots into visual sentences using the grammar of filmmaking gives any storyteller, whether a text-oriented reporter or a scholar a new toolkit to be able to communicate to the way people are getting information, which is on their phones, (…) visual and social”.
The course packs are tailored based on different users’ needs and attracts a wide audience, because according to Rob “(…) everyone has a story to tell, everyone’s got a smartphone. What’s missing is the ability to identify a story, to know how to do the (visual) reporting and how to put it together in a watchable video, creating high quality films that can be persuasive and informative at a high level”.

Minister of Defence Mrs. Jeannine Hennis-Plasschaert (VVD) entered the parliamentary debate Tuesday afternoon in a relaxed way.
This weekend she already had decided to resign after the devastating report of the Dutch Safetyboard, her position being untenable after coalition-partner deputy-prime minister Lodewijk Asscher (PVDA) found “plenty of reasons for her to step down”.
The Safety board was called into action after an incident which occurred the 6th of July 2016 whereby two soldiers were killed and one severely injured by a deficient mortar during the UN mission in Mali. The harsh report concluded “grave shortcomings of the organisation” with “munition safety and medical provisions becoming subordinate to continuation of the mission”.
Mrs. Hennis didn’t took the easy way out, she answered a barrage of critical questions from members of parliament. But after a five hour debate she announced her resignation. Future government coalition partners of the VVD being CDA, D’66 and CU were also critical during questioning obviously not apt in saving her political career.

After the debate she mentioned that “when I read the rapport, I already knew” (to step down). Shortly afterwards the commander of the armed forces general Tom Middendorp resigned, two days before his honorable discharge from the army.
Mrs. Hennis – the number 2 person of the VVD in the last parliamentary elections and a confidant of Prime Minister Mark Rutte – was mentioned as the possible next Minister of Foreign Affairs, now unlikely considering the Dutch military missions abroad are highly relevant to Foreign Affairs policy.
Under minister (staatssecretaris) for Security Justice Mr. Klaas Dijkhoff has been sworn in as Minister of Defence this morning, which office he will probably be taken up for just a few weeks. His last legislative action a law that would made it almost impossible for Dutch expats to bring their foreign spouse to The Netherlands was rejected by the senate (Eerste Kamer) at the same day his predecessor resigned.

29 September 2017, Tallinn, Estonia: European Union heads of government and commissioners partook at Tallinn Digital Summit organised by the rotating presidency of Estonia to discuss the long-term effects of digitalisation, and the manner wherein it is being implemented in the Union’s member states.

For many heads of government, digitalisation is a further opportunity for growth, employment and innovation. More precisely there is work under way to set up a fully functioning internal digital market for the EU yet there is much work to do concerning copyright law and consumer protection for the large EU market. Another challenge is opening as much as possible the market for innovation whilst maintaining security for all citizens.

Mexico’s Independence Day commemorates September 16, 1810, known as “Grito de Dolores” or “Cry of Dolores.” The battle cry of freedom, was first called for by the Roman Catholic priest and revolutionary leader Father Miguel Hidalgo y Costilla, a Creole, remembered for having called his small band of followers to rise up against colonial rule and the Spanish-born gachupín (ruling class) elite.

From the pulpit of his humble Guanajuato village church, he exhorted the mostly poor Indian and mestizo community to take up arms in open rebellion against their European oppressors in what was to become one of Mexico’s most famous speeches. The speech stirred the soul of a nation, becoming the stuff of legend and it still retains an almost mythical status in the hearts and minds of the Mexican people.
Mexicans celebrate their Independence Day with fireworks, food, flags, brass bands and decorations. People take to the streets and crowds fill the main plazas (public squares) of cities, towns and villages to hear their elected officials re-enact “El Grito.”
Senior politicians, standing in for Hidalgo, publicly address the people in a “Call and Reponse ritual” which is widely repeated across the country. In Mexico City, it is a tradition for the President to stand in for Hidalgo. In this role, he calls out for Mexico’s freedom and independence by ceremoniously ringing a bell: the very bell rung by Hidalgo when he awakened a people on the same September day in 1810.

Here in The Hague, H.E. Elias Azar, welcomed some two hundred or more guests, including diplomats from nearly every country with diplomatic mission in the Netherlands, high level Dutch officials, judges, politicians, artists, journalists and numerous other friends of Mexico to celebrate Mexico’s Independence Day on September 12th with him.

The traditional buffet included tacos, soft tortillas prepared outdoors in the traditional manner, and guacamole, known across the world as a fiesta favorite with guests at every Mexican inspired celebration.

The large crowd immediately fell silent when an utterly magnificent multi tiered and multi-layered cake was dramatically rolled, with great aplomb, into the residence’s grand reception hall.
Ambassador Azar to the opportunity to briefly address his guests before cutting the colorful “Independence Day” cake covered with a deep azure blue marzipan and decorated with colorful zoomorphic and floral creations.
In a show of warm Mexican hospitality, the ambassador, and his spouse, personally served the artistic cake to their guests as they were serenaded by Mariachis. Viva México!
In addition to his appointment as Ambassador to the Netherlands, H.E. Azar, is also the Permanent representative of Mexico to the OPCW, having presented his credentials to the Director-General on June 28, 2017.
He has published several books and has served the public for more than forty years. His work in the courts spans more than thirty years and before his appointment as Ambassador to the Netherlands, H.E. Azar was President of the Supreme Court of Mexico for nine years. He only resigned when his President, Enrique Pena Nieto named him as Ambassador to the Netherlands.

The Dutch government and a group of companies active in the potato industry are set to build a Center for the development of the Potato Industry in the southern Tanzanian town of Mbeya. Senior Government officials signed a manifesto to begin the project during the Tanzania Agribusiness Event in The Hague on May 31st.
The Netherlands is the world leader in the potato sector, with Dutch seed potatoes accounting for 60% of worldwide potato production. While over 500 different varieties of potato are grown in The Netherlands, in Tanzania only four varieties are used.
“Potatoes are widely consumed in Tanzania, but the demand outstrips the supply by far,” said Mathew Mtigumwe, Permanent Secretary at the Tanzanian Ministry of Agriculture during the event, which was organized by the Netherlands Enterprise Agency (RVO.nl), The Ministry of Economic Affairs, the Embassy of the United Republic of Tanzania and the Netherlands-African Business Council (NABC).
Tanzanian farmers often harvest no more that 7- 8 tons per hectare, well below the 30 tons that could be reached with high-quality seed-potatoes and improved farming techniques. “This Center can have a great impact on research and training. With this great initiative, the potato business can finally take off,” Mr. Mtibumwe said.
A win-win situation
The new potato Center will be co-financed by the Dutch ministry of Economic affairs (USD 4 million) and a group of nine companies that are active in the potato industry. Some of them are seed-potato growers whilst others supply cool stores or crop protection.
“This is an example of the new Dutch approach: business development instead of aid,” said Frank Wijnands of Wageningen University & Research. Mr. Wijnands has, together with Ingrid Korving of the ministry of Economic Affairs, been instrumental in the creation of the potato Center.
“This is a win-win situation,” explained Mr. Wijnands. “By contributing to the potato Center, the companies that are the ‘founding fathers’ of the Center stand a better chance of entering the Tanzanian market. Meanwhile, the Center will support the development of the Tanzanian potato value chain by demonstrating and showcasing new approaches, training of professionals and supporting Tanzanian companies. In this way, Tanzanian potato growers can find their way into the technology of boosting the productivity of the potato crop. If investing in that will double or triple their production, they’ll certainly see the benefits,” Mr. Wijnands said.
Enthusiasm amongst the Private SectorJan-Willem Sepers of Europlant is one of the co-investors of the potato Center. “Tanzania is a politically stable country and some of the areas are very suitable for potatoes,” Mr. Sepers said. “Our seed potato company already distributes 125 different potato varieties around the world. In Tanzania we now have two listed varieties. If this value chain in Tanzania professionalizes, there will be more demand for other varieties. With its growing middle class and access to neighboring countries, it is important to be in Tanzania.”Remko Kruithof of Hanse Staalbouw is also a partner in the potato Center. “Tanzania has two potato seasons per year, and then the market gets flooded. Therefore, prices are low. We recently designed cool-stores for potato growers in Kenya that enable the farmers to preserve the potatoes much longer, so they can sell them throughout the year, also at times when prices are higher. By joining this initiative, we hope to see a market develop in Tanzania as well,” Mr. Kruithof said.
The construction of the physical Center in the southern town of Mbeya has been planned for later this year. The activities, however, will start after summer, according to Mr. Wijnands, who is also the project manager of the Center. “We are going to support every phase of the potato value chain from production and storage to processing to marketing. Producing more potatoes will bring a lot of extra money into the rural economy.”
Mathew Mtigumwe of the Ministry of Agriculture in Tanzania is also eying a quick process. When asked what changes he expects to see over the next five years, he answered: “Five years? In fact, we hope that within one year things will change. In southern Tanzania there is very little commercial potato growth, but it will soon rise.”

On Thursday, August 17, the diplomatic calendar in The Hague opened unofficially with a lively “end of summer” evening hosted by the Embassy of Cuba.
Ambassador Soraya Elena Alvarez Nuñez and her spouse, Mr Eduardo Morales graciously welcomed invited guests to a “Meet and Greet” reception held in “Ambassador Room” at the Carlton Ambassador Hotel, for an informal evening of music, mojitos, traditional fare, Cuban cigars and dancing.

Following the ambassador’s brief introduction, Kiko Ortega, the DJ hired for the event, played “Guantanamera,” a patriotic folk song loved by millions throughout the Western Hemisphere and around the world.
The song, synonymous with the island nation, in the heart of Caribbean, infused the reception with a relaxed tropical atmosphere and served to put the ambassador’s numerous guests immediately at ease with each other.

In addition to many representatives from the Dutch government; official representatives from more than twenty countries with diplomatic missions to the Netherlands attended the event. In a clear display of collegiality, many ambassadors warmly accepted Ambassador Alvarez Nuñez’s invitation to a “Meet and Greet” evening. Ambassadors from Chile, H.E. The Minister Plenipotentiary of Curacao, Leendert A.B. Rojer and the Registrar at the International Court of Justice, S.E. M. Philippe Couvreur were among the many other distinguished guests from the diplomatic, academic, legal, journalistic, professional and political communities who were invited.

Guests were offered“mojitos”, Cuban rums and served Arroz Moro, pork, mixed salad and “Old Havana” hamburgers. A generous selection of Cuban coffee and cigars were available for guests to enjoy between the olive trees on the hotel’s sunny garden terrace while dancers performed inside the Ambassador Room.
As a gesture of goodwill and for the purpose of cultural diplomacy, Ambassador Alvarez Nuñez’s staff presented guests takeaway bags filled with “holiday dreams” to be shared with armchair travellers at home. The bags included a copy of “Auténtica Cuba”, the country’s latest travel brochure promoting the country as a year round holiday destination.

Peace and justice as a future goal Peace Palace signs Sustainable Development Goals
The Hague – President Bernard Bot today on behalf of the Carnegie Foundation – Peace Palace signed the Sustainable Development Goals Charter. This explains the organization itself to promoting the sustainable development goals for the world established by the United Nations. Specifically, the Carnegie Foundation-Peace Palace will work towards the objective to pursue peaceful and just societies where all citizens are involved.
The Peace Palace was established as a temple for peace and justice from the ideal that good dialogue, mediation and independent courts that can deal with disputes between states, can prevent war. In the Peace Palace International Court of Justice, the Permanent Court of Arbitration and the Hague Academy of International Law established.
The Carnegie Foundation owns the Peace Palace, facilitates these institutions and manages the largest library in the world in terms of international law. Besides putting the Carnegie Foundation is actively committed to promoting dialogue on peace and justice and to connect different parties, all with the larger goal to make concrete steps towards a more peaceful world.
The Sustainable Development Goals (SDGs) of the United Nations since January 2016 serving as the main goals that we need to work as a global future. They are the successors of the Millennium Goals. The Sustainable Development Goals was first promoting peaceful and just society in which all citizens are concerned as a concrete goal for the future. This Sustainable Development Goal 16. The goal is closely related to the ideal that the Peace Palace was founded.
