UAE Alahmed accredited in Monaco

Thursday, 11 February 2021, Principality of Monaco: HE Ambassador Ali Abdulla Mohamed Saeed Alahmed was accredited at the Princely Palace by HSH The Sovereign Prince Albert II, as non-resident head of mission in Monaco. He is based out of Paris, French Republic, wherein he presented credentials on 10 December 2019. He was previously the UAE’s top envoy in Germany, and Croatia (non-resident ambassador).  

Ambassador Ali Abdulla Alahmed worked in the field of telecommunications and media, as Head of Planning and Strategy at Emirates Telecommunications Corporation and subsequently as Director of Abu Dhabi Television before starting his diplomatic career as Director of European Affairs at the Ministry of Foreign Affairs and International Cooperation of the United Arab Emirates.

In 2019, he was appointed ambassador to the French Republic, Permanent Delegate of the United Arab Emirates to UNESCO, and non-resident ambassador to the Principality of Monaco.

Serdar Berdimuhamedov joins Turkmen cabinet

Thursday, 11 February 2021, Ashgabat, Republic of Turkmenistan: HE President Gurbanguly Berdimuhamedov issued a decree appointing LtCol Dr Serdar Berdimuhamedov ‘Deputy Chairman of the Cabinet of Ministers of Turkmenistan for Innovation and Digitisation’, a novel position in charge of bringing new technologies to Turkmenistan. He was simultaneously appointed a member of the National Security Council, and in the capacity of Chairman of the Supreme Control Chamber of Turkmenistan.

Chairman Serdar Berdimuhamedov’s career has been remarkable. He was appointed head of the newly established Ministry for Construction and Industry in February 2020.

The previous year, in June 2019 he was promoted to Governor of Ahal province, six months after being appointed Deputy Governor in January 2019. Before that, Serdar Berdimuhamedov had been serving as a Deputy Foreign Minister since March 2018, after holding the chairmanship of the parliament’s legal affairs committee starting in March 2017. In 2016 he gained a seat in Turkmenistan’s parliament in snap elections and led the foreign ministry’s international information department.

Serdar Berdimuhamedov (b. 22 September 1981) holds a PhD from the Turkmen Academy of Sciences, studied at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, and spent time as a counsellor at the Turkmen mission to the U.N. in Geneva. He holds the rank of Lieutenant Colonel in the Turkmen Armed Forces.

Saturday, 13 February 2021, Bangkok, Kingdom of Thailand: His Thai Majesty King Vajiralongkorn (Rama X), Commander-in-Chief of the Royal Thai Armed Forces installed his eldest daughter, HRH Ambassador (ret.) Princess Bajrakitiyabha, The Princess Rajasarinisiribajra, in the Thai Armed Forces with the rank of ‘General’ after having accepted the appointment as ‘Chief of Staff of The King’s Close Bodyguard Command’ during a ceremony held at Amphorn Sathan Throne Hall in Dusit Palace. Her Majesty Queen Suthida was present during the ceremony. 

Princess Bajrakitiyabha (b. 7 December 1978) holds a doctorate in law from Cornell University (New York State, USA). After her studies she was trained in diplomacy at the Thai Permanent Mission to the UN.

Thereafter he continued her career under the umbrella of the Thai Ministry of Justice until she was despatched to Austria as Royal Thai Ambassador, serving from 4 September 2012 until 1 October 2014. She was concurrent head of mission as non-resident ambassador to Slovakia and Slovenia as well as Permanent Representative to the UN organisations in Vienna. 

After her ambassadorship, he joined the Office of the Attorney General in Bangkok. After her half-brother, HRH Prince Dipangkorn Rasmijoti, Princess Bajrakitiyabha is second in the line of succession to the Thai throne.

Georgia and ITB Berlin inked partnership from 2021 to 2023

Malta Contributes €10,000 to Future OPCW Centre for Chemistry and Technology

THE HAGUE, Netherlands–16 February 2021–The Government of Malta has contributed €10,000 to a special Organization for the Prohibition of Chemical Weapons (OPCW) Trust Fund to support the construction of a new facility, the OPCW Centre for Chemistry and Technology (“ChemTech Centre”).

The contribution was formalised during a ceremony between the Permanent Representative of Malta to the OPCW, H.E. Ambassador Mark Anthony Pace, and OPCW Director-General, H.E. Mr Fernando Arias, which was held yesterday at OPCW Headquarters in The Hague.

Ambassador Pace stated: “As a firm proponent of multilateralism, Malta believes that Member States should endeavour to fully support the OPCW in the implementation of its mandate. Our contribution to the new ChemTech Centre is a clear sign of the commitment to ensuring the Organisation is provided with the necessary capabilities to address future challenges in an ever-changing and complex world.”

The Director-General expressed his gratitude to the Government of Malta and noted: “This contribution is more than welcome. It attests to Malta’s support for our shared mission of consigning chemical weapons to history. The new ChemTech Centre exemplifies the role of science and technology in promoting global peace and security and demonstrates how much can be achieved if Member States work in common purpose.”

Director-General Arias appealed to all OPCW States Parties in a position to make voluntary contributions to do so. He further emphasised the important role the new ChemTech Centre will play in strengthening the OPCW’s ability to address chemical weapon threats and enhance capacity building activities to the benefit of all 193 OPCW Member States. He highlighted that “all contributions, regardless of size, are greatly appreciated”.

So far, 46 countries, the European Union, and four other donors have contributed or pledged to contribute financially to the ChemTech Centre project, and a considerable amount has been raised to date.

Now that conferences, meetings and most field trips have to take place online, the Carnegie Foundation offers interactive online tours through the world icon of “Peace through Law.” Visitors from all over the world are now able to get an impression of the Peace Palace from a distance, led by one of our expert guides. This tour is offered for both groups and individual virtual visitors.

The next guided tour for individual private participants will take place on Saturday, 27 February 2021, at 1:00 PM (CET).

Interested persons can register through the website of the Peace Palace and participate in the live from the comfort of their home. During this online event, one of our expert guides will show the beautiful halls and courtrooms inside the building.

Participants will virtually walk by all the stunning art works of the Peace Palace and the guide will also provide them with more insights on the work of the institutions located inside the building. Of course, there is plenty of time to ask all their questions to the guide.

The costs for participation are € 8 and the duration is approximately 65 minutes.

The Fight against Anti-Semitism in the OSCE region

The Albanian Presidency of the OSCE organized on 4-5 February 2020 in Tirana, the High Level Conference on the Fight against Anti-Semitism in the OSCE region. It was attended by official delegations from OSCE participating States, representatives of international organizations and civil society, etc. 

The high-level conference, which marks the first activity of its kind of the Albanian Presidency, provided an opportunity for dialogue and discussion among participants on current challenges and good practices related to the fight against anti-Semitism, while also examining the possibilities of interaction between states. OSCE participants to promote tolerance and non-discrimination. The conference also addressed the role of civil society in addressing anti-Semitism manifestations as well as the inalienable importance of educational programs in helping to combat this phenomenon.

The Albanian Parliament, in partnership with the Movement Against Anti-Semitism and the Agency for Jews of Israel, organized the first Balkan Forum Against Anti-Semitism, on 28 October 2020. The forum took place after the adoption by the Albanian parliament of the Resolution “On the adoption of the usable definition of anti-Semitism, defined by the International Alliance for the Remembrance of the Holocaust”, in the plenary session on 22 October.

International Holocaust Remembrance Day The Hague, 2021

The Hague proudly calls itself the International City of Peace and Justice. For over a century it has been the home of the International Court of Justice and the Peace Palace. It is home to the ICC, the ICJ, the OPCW, and many other international organisations and conferences.

Several years ago, Rabbi Katzmann of the orthodox Jewish Community in The Hague initiated the idea that this City of Peace and Justice should commemorate International Holocaust Remembrance Day, a UN designated day to remember and learn from the horrors of the Shoah. Together with the City of The Hague, the Embassy of Israel and the The Hague Jewish Cultural organization CHAJ, he established International Holocaust Remembrance Day The Hague, which each year plans a conference in the Academy Hall of the Peace Palace.

The IHRD-TH conferences would focus on the influence of the Holocaust on international law and justice. This year, the third in the series, the subject of the conference was “compensation”, with a keynote speech by Stuart E. Eisenstat, special advisor to the White House on Holocaust issues, and former US ambassador to the EU. There were speeches by Mr Abdulqawi A. Yusuf, President of the ICJ, Mr Jan Van Zanen, the mayor of The Hague, Mrs Marion Ein Lewin, and Rabbi Katzmann. Of course this year the conference had to be digital. The advantage of this, is that one can still view it on Youtube (IHRD The Hague 2021).

On March 21st it will be 70 years since the establishment of the “Conference on Jewish Material Claims Against Germany”. The Conference followed an agreement between Conrad Adenauer, then Chancellor of the Bundesrepublik Deutschland and Mr Nahum Goldman, President of the International Jewish Congress, in which Mr Adenauer declared that Germany, then the Bundesrepublik, bore material and moral responsibility for the misdeeds of its predecessor, Nazi Germany.

The Dutch Government then hosted a conference in Kasteel Oud Wassenaar between representatives of the Claims Conference, the State of Israel, and the Bundesrepublik. Initially this conference was met with much opposition both in Israel and in Germany. Six short years after the war, emotions still ran very deep.

The first days, even weeks, the atmosphere was chilly, even though the German representatives were known to have  been actively anti Nazi. However over the many months that followed, once the others started to trust that the German delegation genuinely wanted to find an equitable solution, a good working relationship developed. In the end an agreement was reached (and signed in Luxemburg) in which Germany agreed to pay compensation to individual Holocaust victims and to the State of Israel for settling half a million Holocaust refugees.

It was recognised by all parties that any reparation payments would be symbolic as the true suffering, material, personal and psychological, could never be compensated.

According to the agreement, the Bunderrepublik committed to supply the State of Israel with goods and services valuing 3.5 billion marks over a period of 12 years. Part of the agreement was the German assurance to enable personal reparations too, as well as the return of property to its legal owners. In order to follow through on this agenda, an additional sum of 450 million marks was promised.

The significance of this conference on international law is immense. For the first time in history a nation admitted liability for crimes against individuals and undertook to compensate them. For the first time too, a nation undertook to compensate  a state that didn’t even exist at the time of the crimes. For (I think) the first time a state negotiated a major agreement with an international NGO.

This conference, aptly held on the outskirts of what was later to be called the City of Peace and Justice heralded an important step in the direction of a world directed by the rule of law.
